U.S. Chip Export Regulations Expected to Have Minimal Initial Impact on Baidu

Published November 22, 2023

In response to the most recent U.S. restrictions on semiconductor exports, Baidu Inc, a leader in Chinese technology, has anticipated that these measures will scarcely affect their operations in the short term. Despite the uncertainties brought about by the trade constraints, Baidu assures continuity in their progress.

Resilient in the Face of Restrictions

During a conversation with investors, Baidu's co-founder and CEO, Robin Li, shared insights on a Tuesday earnings call that Baidu has established a significant stockpile of artificial intelligence (AI) chips. This cache is expected to support the ongoing improvements for Ernie Bot, an AI language model that parallels OpenAI's ChatGPT, for an estimated one to two years ahead.

Strategic Planning for AI Apps

These preparatory measures will cater to less-intensive operations, known as 'inference,' where Li assures that their existing supply of chips and alternative resources will adequately serve a diverse range of AI-centric applications for their users. The CEO hints at a strategy that prioritizes efficient use of current assets to maintain their technological edge.

Addressing Long-Term AI Development Needs

Despite the minimized short-term fallout, Li acknowledges that the ongoing impediments in accessing cutting-edge chip technology could eventually slow down China's AI advancement, which includes Baidu's efforts. Consequently, Baidu is on the lookout for alternate solutions to circumvent these technological bottlenecks.

Innovation Amidst Challenges

Li emphasizes the company's resilience, touting its robust four-layer AI architecture and a solid background in AI algorithms to continue improving efficiency, even when facing potential obstacles. Innovations in Baidu's deep learning platform PaddlePaddle and upgrades to Ernie Bot aim to enhance compatibility with an array of AI chipsets.

Peer Company Preparations

In a similar vein, Tencent Holdings Ltd had previously indicated in its earnings report a sizable inventory of H800 chips, produced by the American AI chip manufacturer Nvidia. Tencent is confident that this stockpile will support the development of its own AI model, Hunyuan, for a foreseeable timeframe, as it explores ways to optimize AI chip utilization.
