Pentagon Enhances AI Capabilities Through Strategic Updates and Alignment
The U.S. Department of Defense (DOD) is making significant strides in adopting and integrating advanced technologies, with a particular emphasis on artificial intelligence (AI). Michael C. Horowitz, the deputy assistant secretary of defense for force development and emerging capabilities, has highlighted the department's organizational and strategic innovations that have significantly improved its ability to field new technology and tactics.
Strategic Initiatives and Organizational Changes
During a discussion on AI policy at the Center for Strategic and International Studies in Washington, D.C., Horowitz pointed out that a continuum of activities is being implemented, covering aspects from science and technology investments to the deployment of capabilities. He emphasized the establishment of the Chief Digital and Artificial Intelligence Office (CDAO), which is responsible for the widespread adoption of data and AI throughout the department.
New Strategy for Advanced AI
The DOD unveiled its 2023 Data, Analytics and Artificial Intelligence Adoption Strategy in November, an initiative developed by the CDAO. It builds on the foundational work established by the 2018 DOD AI Strategy and the updated DOD Data Strategy released in 2020. The aim is to accelerate the adoption of AI capabilities to maintain U.S. warfare superiority.
Investments and Innovation for Faster Deployment
Horowitz underscored DOD's investments in research, development, test, evaluation, and initiatives aimed at enhancing experimentation within the department. These efforts have been crucial in improving the DOD's capacity to adopt new technologies.
Ensuring Trust and Compliance in AI and Autonomous Systems
The Pentagon is committed to building trust in AI and autonomous systems, making sure that these technologies are in compliance with international humanitarian law. Horowitz mentioned that the U.S. has updated its directive regarding the development of autonomous weapon systems to meet the current standards aligned with AI advancements. Furthermore, the U.S. has introduced a political declaration promoting responsible military use of AI and has successfully got the support of 51 countries for this declaration, affirming the promotion of common standards and good governance practices in AI use within defense policies.
